# Medicare's New Assignment of Benefit Rules: How to Turn Compliance into a Better Patient Experience

![How to turn compliance into a better patient experience1](https://blog.nexa.com.au/hs-fs/hubfs/How%20to%20turn%20compliance%20into%20a%20better%20patient%20experience1.png?width=818&height=451&name=How%20to%20turn%20compliance%20into%20a%20better%20patient%20experience1.png)

The Medicare Assignment of Benefit (AOB) reforms have changed what it takes to bulk bill. Every claim now needs a patient consent record that your organisation holds and can produce on request.

This is more than an administrative update. It touches revenue integrity, audit readiness, staff workload and the patient experience all at once. The opportunity is to meet the requirement in a way that strengthens each of these, rather than adding another manual step for already busy teams.

At NEXA, we believe consent belongs where patients already are: in the way they book, arrive and wait for care. Built in thoughtfully, it can become one of the most seamless parts of the journey.

## What changed on 1 July 2026

Most organisations are already across the detail, so in brief: consent can now be given digitally or on paper, before or after a service, provided it is in place before the claim is lodged. Eligible patients can give an enduring assignment. The responsibility for keeping each agreement for 2 years, now rests with the provider. Verbal consent remains available only until the transition period closes on 30 June 2027 ([Services Australia](https://www.servicesaustralia.gov.au/assignment-benefit-for-bulk-bill-claims?context=20)).

### The real challenge: consent sits outside the patient journey

Understanding the rule is straightforward. Applying it consistently across every bulk billed patient, every site and every shift is where the pressure falls.

In many organisations, consent still sits apart from the rest of the visit. Patients book through one channel, receive reminders through another, then arrive at a reception team that is balancing phones, walk-ins and a full waiting room. When consent depends on someone remembering to ask at the right moment, gaps are inevitable. Those gaps often stay hidden until a claim is questioned, and by then the cost is already incurred.

The answer is digitisation, applied with intent. When consent is a built-in step of the journey patients already take, it is requested automatically, captured once and stored securely. Everyone gains clearer visibility, clinicians face fewer administrative interruptions, and compliance no longer rises or falls with how busy the front desk is.

### How NEXA builds AOB into patient flow

NEXA offers an ecosystem of connected solutions that already manage how patients book, arrive, wait and are seen. AOB fits naturally within it, as one more step in a journey your patients are already taking.

Our [Queue Management](https://www.nexa.com.au/queue-management/) platform brings together appointment scheduling, mobile queuing, self-service kiosks, assisted check-in, patient messaging and digital signage. Each of these meets the patient before their consultation, so each can carry the consent step. Patients can agree when they book, from a link before they arrive, in the app while they wait or at a kiosk on arrival. Staff can support anyone who needs help, and consent can still be captured after the consultation where appropriate.

Every element is customisable. Your organisation decides where consent is requested, how it is worded, whether it is episodic or enduring, and how outstanding agreements are escalated. Whether you run a specialist outpatient clinic or urgent care clinic, a network of pathology collection centres, any size hospital, or a multi-site health service, the platform adapts to your model of care rather than the other way around.

The result is a timestamped record for every agreement, retrievable for 7 years, with real-time reporting on consent across your practice or sites.

## What it means across your organisation

When consent is part of patient flow, the benefits are felt by everyone involved.

- **Fewer claims at risk.** Consent is prompted at several points, so it is far less likely to be missed before a claim is lodged.
- **Confidence at audit.** Every agreement is time stamped and easy to retrieve, giving you a clear, defensible record.
- **Time back for your team.** No paper to file or chase, and staff step in only when a patient needs support.
- **Less disruption in clinic.** Clinicians can stay focused on care rather than administration.
- **Room to grow.** Start with one site or service and scale with confidence, with live visibility of consent rates and outstanding agreements.
- **A better patient experience.** Patients consent in a few taps, at a time that suits them, without forms at a busy counter.

## One platform, one patient journey

The AOB reforms set a firm deadline, but they also invite a broader question: what should the patient journey look like when every step is connected? Organisations that simply digitise a form will meet the rules. Those that build consent into the journey will gain efficiency, insight and a better experience for patients and staff alike.

NEXA brings booking, arrival, waiting and consent together on one platform, shaped around the way your organisation delivers care. Patients enjoy a single, seamless experience. Your teams gain time and clarity. And every bulk billed claim is supported by a record you can trust.

**The transition period closes on 30 June 2027.**

Planning early gives your team the space to shape a workflow that suits your patients, introduce it at a comfortable pace and settle it in well before the date arrives. We are here to support you through every step and would welcome the chance to [talk with your team](https://www.nexa.com.au/contact) about designing an AOB workflow that works for your patients, your people and your organisation.

**NEXA. One platform, one patient journey.**
